In the Brand Safety Hub in Campaign Manager, you can upload a block list or allow list for specified partner sites and apps for LinkedIn Audience Network-enabled or CTV Ads ad sets.
The LinkedIn Audience Network is a curated network of third-party apps and sites that professional audiences actively engage on. It has built-in brand safety integrations powered by industry leaders such as Pixalate and DoubleVerify.

Prerequisites
Before you upload your block list or allow list to Campaign Manager, we recommend that you:
- Download a copy of our publisher list for the LinkedIn Audience Network or CTV Ads.
- Review the requirements to upload your block list to Campaign Manager.
- Use our block list template to help meet our template requirements. Keep in mind, you’ll need to use this template for both LinkedIn Audience Network and CTV Ads block lists or allow lists.
LinkedIn Audience Network and CTV Ads block list or allow list template
Add a block list or allow list and apply to all active ad sets in your ad account
To apply a publisher block list or allow list to all active ad sets in your ad account:

Go to your ad account in Campaign Manager.

Click Plan, then click Brand safety on the left menu.

In the Block and allow list tab at the top, click the Upload list button.

Give the list a name and select LinkedIn Audience Network in the Placements dropdown menu.
Here's a tip
If you’re uploading a block list or allow list for CTV Ads, you’ll need to select LinkedIn Audience Network from the dropdown menu. Please note, you must upload a separate block list or allow list for your CTV Ads and your LinkedIn Audience Network-enabled ad sets. -
Select the list type from the dropdown menu. Choose either Allow list or Block list.

Click the Select file button to select your CSV or TXT file. Note: There is a maximum 100,000 domain limit for lists.

Turn the Enable on all active ad sets toggle on to apply your list to your ad account.

Click the Agree & Upload button to upload your selected list.
You can also apply your list to a specific ad set when creating either a Classic or Accelerate ad set. Read below for instructions on how to apply a block list or allow list for Classic ad sets, then Accelerate ad sets.
Please note, CTV Ads ad sets are only available for Classic ad set creation.
Apply your block list or allow list to a specific Classic ad set
To apply your list to a specific Classic ad set:

Create a new ad set or edit an existing ad set in Campaign Manager. For more information on how to create or edit an ad set:
- Create a Classic ad set.
- Edit a Classic ad set.
- Create a CTV Ads ad set.

In the Select your objective section, keep in mind that LinkedIn Audience Network isn't available for the Lead generation objective.

In the Ad Formats section:
- For LinkedIn Audience Network - Select one of the following ad formats: Single image, carousel, document, or video.
- For CTV Ads - You must select video ad.

In the Placements section, review the selections and confirm that the checkbox next to LinkedIn Audience Network is selected.

From here, choose one of the following options:

If you have an existing list:
- Click the Select block or allow lists button.
- Select the checkbox next to the block or allow lists you'd like to use. If you'd like to upload a new list or see more lists, click View all lists.
- After selecting your lists, click Enable.

If you don't have an existing list:
- Click the Upload block or allow list button.
- Give the list a name.
- Click the Placements dropdown menu and select LinkedIn Audience Network.
- Click the List type dropdown menu and select either Block list or Allow list.
- Click the Select file button and upload your list.
- After your list uploads, click the Agree & Upload button.
Finish creating your ad set and launch when you're ready.
Apply your block list or allow list to a specific Accelerate ad set
To apply your list to a specific Accelerate ad set:

Create a new ad set or edit an existing ad set in Campaign Manager. For more information on how to create or edit an ad set:
- Create an Accelerate ad set.
- Edit an Accelerate ad set.

In the Select your objective section, keep in mind that LinkedIn Audience Network isn't available for the Lead generation objective.

In the Select ad formats section, you'll need to select one of the following ad formats available on the LinkedIn Audience Network: Single image, carousel, document, or video.

In the Placements section, click Edit in the upper-right corner to add a list.

From here, choose one of the following options:

If you have an existing list:
- Click Add publisher list.
- Select the checkbox next to the block or allow lists you'd like to use. If you'd like to upload a new list, click Create list.
- After selecting your lists, click the Apply button.

If you don't have an existing list:
- Click Upload publisher list.
- Give the list a name.
- Below List type, select either Block List or Allow List.
- Click the Select file button and upload your list.
- After your list uploads, click the Agree & Upload button.
- Click the Apply button.
Finish creating your ad set and launch when you're ready.
Considerations
A few considerations when adding a list:
- Reach, scale, and performance can be impacted by the list of publishers that are allowed or blocked.
- As with all ad set settings, LinkedIn endeavors to honor your block list and allow list. Under certain cases, placement outside your intended targeting can occur.
