Perth’s housing pipeline continues to face significant pressure as the demand for new homes outpaces the delivery of enabling infrastructure. While the Department of Planning, Lands and Heritage (DPLH) has clearly identified where housing supply should be delivered, the servicing required to support that growth—particularly water, wastewater and power networks—remains heavily constrained. The result is a widening gap between zoned and serviced land, reducing the industry’s ability to respond quickly to market demand and population growth. At the UDIA’s recent Infrastructure Summit, Cossill & Webley Director Nathan Butson highlighted the critical importance of aligning land use planning with infrastructure planning across Perth’s key Growth Corridor Areas. Nathan noted that the pace of infrastructure planning and inter-agency coordination is not keeping up with the State’s strategic planning intent. Without timely and targeted infrastructure planning, even the best-planned growth areas risk delays that hinder the release of much-needed housing supply. Cossill & Webley is here to help. At Cossill & Webley’s recent Technical Discussion Session, our own Matt Hansen along with the assistance of Daniel Nguyen (CW’s Data Scientist) presented to the CW staff the latest information in relation to civil works costs across the Perth Metro area. The presentation included a history of the civil works costs over recent years and the current costs for Power, Sewer and Water Infrastructure, as well as Major Intersections and Corridor Cost per Lot. With over 60 active projects and more than 100 progress payment claims processed by the CW Perth office every month, this represents a considerable amount of data for which we collect and analyse to ensure all our Engineers have a solid understanding of the cost fluctuations on our current and likely future Development projects. Naturally, access to this data also assists with the accuracy of our Opinion of Probable Cost Estimates. Feel free to reach out to Matt if you have any queries.

Today UDIA WA hosted the first of our National Housing Pipeline (NHP) Forums at Mandoon Estate in the Swan Valley. Presented by nbn® Australia, today's NHP Forum focussed on the North Metropolitan Region sponsored by DevelopmentWA and the City of Swan. Today's engaging session focussed on data, ideas and initiatives to unlocking development ready land across the North Metro region and included presentations from Stephen Cain (CEO - City of Swan), Emma Colombera (Director - Housing Supply Unit - Department of Treasury WA), and Stuart Gardiner (GM Metropolitan - DevelopmentWA). UDIA WA's Head of Research, Toby Adams provided an update on the NHP 2025 land supply and development constraints analysis (including the headline finding that there is around 1,100 hectares of 'fundamentally constrained' urban zoned or potential future urban zoned land across the North Metro Region that is unable to accommodate future housing development) and the forward outlook for NHP activities including the forthcoming launch of the NHP 2025 Developer's Intentions Survey. A thoughtful panel discussion rounded out the NHP Forum, featuring Leon Van der Linde (ED Planning & Development - City of Swan), Nathan Buston (Director - Cossill & Webley Consulting Engineers) and Rachel Chapman (Director - Taylor Burrell Barnett) where a variety of insights and perspectives were offered to help unblock, streamline and improve the current processes for new dwelling production across the Region. Cossill & Webley was proud to support the Urban Development Institute of Australia (WA)'s Greenfield Market Insights luncheon, with our Director Avril Thomson presenting on the panel, alongside Colin Keane, Nigel Satterley and Samantha Thompson. We agree with forecasts from Colin that WA land sales will continue to be strong and supply constraints will likely impact housing supply and affordability.
