 Requisite support and policy initiatives by monitoring agencies,
such as MHRD, UGC, AICTE, ICMR, University Board of Governors
and Academic Councils and School Education Boards will be helpful.
 Strengthen Faculty Development Programs on a large scale with
adequate development of resource material. This can be actualised
by establishing human values resource centres at the regional
and national (international) levels.
 Provide adequate thrust to R&D dedicated towards transforming
the whole mainstream education into humanistic education
(value-based education). This is going to be a long-drawn process.
However, it is indispensable.

Draft NEP (National Education Policy) 2019
The draft NEP2019 is developed around a vision of education for
 The “full development of human personality” and
 The creation of a “just and equitable society”
For this, two things are essential:
1. Preparation of human being – wholesome development of
personality
2. Clarity of human society – a just and equitable society

Draft NEP (National Education Policy) 2019
The ethics (human values) component, which includes social and
emotional learning, cultural awareness, empathy, perseverance, grit,
teamwork and leadership has been given a special importance in the
development of human personality.
The just and equitable society can materialize only with the flowering of
humanness in individuals. Such an enlightened society would have
socially conscious, knowledgeable, and skilled people. A nation with
such people will be able to uplift its people, construct and implement
robust solutions to all its problems.

Draft NEP (National Education Policy) 2019
In India, developing the humanness has been given utmost importance
and a significant amount of work has been done in developing the
traditions, value systems and a way of life around it. This has been
prominently mentioned in the draft NEP2019 (Indian traditional values,
lessons from the literature and people of India, etc.).
This need has also been realized in other parts of the world; and efforts
have been made in this direction. Some of the important ones by
UNESCO, OECD, World Bank, World Economic Forum and the
Brookings Institution find mention in the draft.
Along with this, article 26 of UN declaration on Right to Education,1948
finds mention for strengthening human rights and fundamental
freedoms.

The values enshrined under 51A of Indian Constitution are about
fundamental duties of citizens.
Clause j mentions, “It shall be the duty of every citizen of India
(particularly parents and teachers) to strive towards excellence in all
spheres of individual and collective activity so that the nation constantly
rises to higher levels of endeavour and achievement”.

Possibility
With all these provisions in the draft NEP 2019, there is a possibility of
evolving a universal curricular framework for human values in education.
The specific curricular changes can then be made by the relevant
bodies, like NCERT for school education, AICTE for technical education,
etc.

(Department of Higher Education, University Grants Commission,
National Assessment and Accreditation Council, National Board of
Accreditation), professional councils (Bar Council of India, Central
Council of Homoeopathy, Central Council of Indian Medicine, Dental
Council of India, Distance Education Council, Indian Council of
Agricultural Research, Indian Nursing Council, Medical Council of India,
National Council for Teacher Education, Pharmacy Council of India,
Rehabilitation Council of India), University Board of Governors,
Academic Councils and School Education Boards will be very helpful.
