[COP30] Unlocking private capital for climate adaptation As COP30 opens in Belém — the first COP held in the Amazon — global attention turns to accelerating implementation and mobilising finance for climate adaptation, 10 years after the Paris Agreement. Across Europe, private adaptation investments are rising fast (+30–37% per year from 2018 to 2022) but remain limited, around 0.5% of GDP, while the cost of inaction could reach 15% of global GDP by 2050. Zooming in, clear patterns are emerging: ⦁ Manufacturing and Wholesale & Retail Trade invest about five times less than their economic weight. ⦁ By contrast, Water Supply, Public Administration & Defence, and Mining invest up to fifty times more. ⦁ This imbalance shows where public efforts must focus first. Unlocking private adaptation finance requires a comprehensive policy mix: standards and disclosure, de-risking and guarantees, fiscal incentives, procurement and targeted public spending. The recent study from Communications Earth & Environment (2025) finds that a 1% increase in public adaptation expenditure is linked to a 0.28% rise in private investment. Examples such as New York City’s Climate Resiliency Design Guidelines show how public procurement can create powerful market signals for private innovation.
