Use the qualified leads optimization goal for your lead generation ad set to deliver ads to members, subject to their preferences, who are most likely to become qualified leads.
Prerequisites
Before you create your ad set, we recommend that you create at least one qualified lead conversion. You can use Conversions API or your shared CRM data from Business Manager as your conversion data source, but they must support qualified leads.
Here's a tip
For Conversions API:

Choose a Conversions API source that supports qualified leads before you start building your ad set. You can set up a Direct API build, or work with one of our third-party partners, such as Zapier, Dreamdata, Adobe, or Tealium. Set up your qualified lead conversions on the Conversion Tracking page in Campaign Manager. Keep in mind, when setting up your conversion rule, you must select Qualified lead from the Select the customer activity this conversion will track dropdown menu on the Settings page.

After you create your conversion, go to the Conversion Tracking page in Campaign Manager and confirm that the conversion status is Active.
For CRM data shared through Business Manager:

Confirm that you’ve shared your CRM data from Business Manager to Campaign Manager. Learn how to share your CRM data with Campaign Manager and how to change your CRM sharing settings.

We’ll automatically create conversions for you in Campaign Manager.

Go to the Conversion Tracking page in Campaign Manager and confirm that the conversion status is Active.
Keep in mind, for Conversions API, you can also create your conversions when you’re building your ad set if needed.
Create an ad set with the qualified leads optimization goal
The qualified leads optimization goal is available for both Classic and Accelerate ad sets when you choose the lead generation objective. To create a lead generation ad set with qualified leads as your optimization goal:

Go to your ad account in Campaign Manager.

Click the Create button at the top of the page and select Ad set from the dropdown.

Select the Lead generation objective, then click Next.

Select a Classic or Accelerate ad set, then click Next and continue setting up your ad set.

When you get to the Budget & Schedule section of the ad set creation, confirm that your optimization goal defaults to Qualified leads and your bidding strategy is Maximum delivery.
- You can change the optimization goal, but it’s recommended that you select Qualified leads to ensure your ads are delivered to member accounts that are most likely to convert.

In the Qualified lead tracking section, confirm that you have a qualified lead conversion selected. You must have at least one qualified lead to launch your ad set with this optimization goal.

Optional: If you're using Conversions API and don't have a qualified leads conversion, click Create conversion event (for Classic ad sets) or the + Conversions button, then the Create conversion button (for Accelerate ad sets) to set up your conversion rule.
- Confirm that Qualified lead is selected from the Select the category of the conversion dropdown menu.

Finish setting up your ad set and click the Launch ad set button.
Important to know
Your ads must have an associated Lead Gen Form.
Results
After you launch an ad set, your ads will be reviewed. If approved, your ads will display impressions based on your ad set settings.
