Const block item

As per rust-lang/lang-team#251 (comment)

This adds support for writing const { ... } as an item in a module. In the current implementation, it gets desugared into const _: () = const { ... } by the parser.

TODO:

• tracking issue

• rustfmt support
• revert changes in library, because it breaks the rustfmt
