🌎 À l’occasion de la #COP30, une question essentielle s’impose : sommes-nous capables d’agir avant qu'une catastrophe climatique ne frappe ? Plus que jamais, l’urgence climatique rappelle la nécessité d’investir dans des actions anticipatoires. L’#OuraganMelissa dans la Caraïbe, événement inédit de catégorie 5, l’a encore démontré : disposer de quelques jours/heures d’avance peut sauver des vies, protéger les plus vulnérables et réduire les impacts humains et sociaux-économiques. C’est précisément l’ambition du Protocole d’action précoce régional (EAP) conjoint, en développement dans les Caraïbes orientales, couvrant Antigua-et-Barbuda, la Dominique et Saint-Christophe-et-Nevis. Objectif : permettre le déblocage de fonds pour mettre en oeuvre des mesures prédéfinies, déclenchées selon des seuils basés sur des prévisions météorologiques, avant que l'évènement ne se produise. 🤝En collaboration avec l’équipe du 510 - The Netherlands Red Cross' data & digital team, nous sommes ravis de présenter une nouvelle étude de faisabilité qui explore ce mécanisme sous-régional d’actions anticipées pour les ouragans et les tempêtes tropicales. 📄 À lire ici : https://lnkd.in/eYNuzGru Cette approche régionale est menée dans le cadre du programme 3 Océans financé par l’AFD - Agence Française de Développement et par le soutien financier de la Fondation CMA CGM. --------------------- 🌎On the occasion of COP30, a key question arises: are we capable of taking action before a climate disaster strikes? More than ever, the climate emergency reminds us of the need to invest in proactive measures. #HurricaneMelissa in the Caribbean – an unprecedented Category 5 event – demonstrated once again that being a few days or hours early can save lives, protect the most vulnerable and reduce human and socio-economic impacts. This is precisely the aim of the joint Regional Early Action Protocol (EAP) currently being developed in the Eastern Caribbean, covering Antigua and Barbuda, Dominica, and Saint Kitts and Nevis. Quelle stratégie humanitaire pour l’Amérique latine et les Caraïbes ? 🌎 La PIRAC - Croix-Rouge française a eu le plaisir de participer à l’événement « De l’engagement à l’action : l’innovation humanitaire dans la coopération UE-ALC », organisé à Bogotá le 6 novembre par le Mouvement de la Croix-Rouge et la Direction générale ECHO de l’Union européenne. Cette rencontre a réuni des représentants de la CELAC, de l’UE, du Mouvement international de la Croix-Rouge et du Croissant-Rouge, ainsi que de nombreux acteurs gouvernementaux et non gouvernementaux. Ensemble, nous avons échangé sur l’évolution du paysage humanitaire dans la région et réaffirmé notre engagement commun en faveur d'une action humanitaire fondée sur des principes et menée au niveau local. 👉 Le message clé : les réponses à court terme ne suffisent plus. Il est urgent de renforcer des approches inclusives, durables et ancrées dans les communautés. La PIRAC est fière d’avoir facilité la participation de Fabianna Alexander, présidente de la Croix-Rouge de la Barbade, au panel de haut niveau. Son intervention a rappelé l’importance de soutenir les acteurs locaux, en particulier face à l’intensification des catastrophes qui touchent les pays insulaires des Caraïbes. --- What humanitarian strategy for Latin America and the Caribbean? 🌎 The PIRAC - French Red Cross was delighted to take part in the event ‘From Commitment to Action: Humanitarian Innovation in EU–LAC Cooperation’, organised in Bogotá on 6 November by the Red Cross Movement and the European Union's Directorate-General for Humanitarian Aid and Civil Protection (ECHO). This meeting brought together representatives from CELAC, the EU, the International Red Cross and Red Crescent Movement, and governmental and non-governmental actors. Together, we discussed the changing humanitarian landscape in the region and reaffirmed our shared commitment to principled, locally-led humanitarian action. 👉 The key message: short-term responses are no longer enough. There is an urgent need to strengthen inclusive, sustainable and and locally based approaches that empower and strengthen community leadership. PIRAC is proud to have facilitated the participation of Fabianna Alexander, President of the Barbados Red Cross Society, in the high-level panel. | In the field #jamaica | Since 1 November, the PIRAC - Croix-Rouge française and Fondation Veolia emergency team has been working alongside the Jamaica Red Cross in Jamaica following #hurricanemelissa. 🛥️ 20 tonnes of humanitarian aid have been received and delivered to the Jamaica Red Cross for rapid distribution to the affected populations. At the same time, our teams are working in coordination with the Jamaican Ministry of Health and Wellness and the International Federation of Red Cross and Red Crescent Societies - IFRC to assess water needs in the parish of Trelawny. 💧 2 water treatment units could be deployed to ensure access to safe drinking water. 📌The local hospital, which was severely affected by the hurricane, is once again admitting patients thanks to the restoration of the water network. However, health facilities remain fragile and require reinforcement. 📌Teams are currently continuing to analyse water quality to identify usable sources. 📌On the ground, the material damage is extensive, but the solidarity between organisations and partner countries is exemplary. This operation is being carried out with the support of the Crisis and Support Centre (CDCS) of the Ministry for Europe and Foreign Affairs (Ministère de l'Europe et des Affaires étrangères). ----- 📣 In order to guarantee sustainable support tailored to the needs of the affected populations, PIRAC is launching an appeal for donations. | Sur le terrain #Jamaïque 🇯🇲 | Depuis le 1er novembre, l’équipe d’urgence de la PIRAC - Croix-Rouge française et de la Fondation Veolia est mobilisée en #Jamaïque, aux côtés de la Jamaica Red Cross, suite au passage de l’ #ouraganMelissa. 🛥️ 20 tonnes de matériel humanitaire ont été réceptionnées puis livrées à la Croix-Rouge jamaïcaine pour une distribution rapide auprès des populations sinistrées. En parallèle, nos équipes travaillent en coordination avec le ministère de la Santé et du bien-être jamaïcain et la International Federation of Red Cross and Red Crescent Societies - IFRC pour évaluer les besoins en eau dans la paroisse de Trelawny. 💧 Deux unités de traitement d’eau pourraient être déployées afin d’assurer un accès à une eau potable sûre. 📌 L’hôpital local, fortement impacté par le cyclone, accueille de nouveau des patients grâce au rétablissement du réseau d’eau. Toutefois, les structures de santé restent fragilisées et nécessitent des renforts. 📌Les équipes poursuivent actuellement les analyses de la qualité de l’eau pour identifier les sources exploitables. 📌Sur le terrain, le bilan matériel est lourd, mais la solidarité entre organisations et pays partenaires est exemplaire. | In the field #Jamaica | 🇯🇲 Emergency deployment in Jamaica after #HurricaneMelissa 📌On Thursday 30 October, the loading of 20 tonnes of humanitarian aid began at our warehouse in Guadeloupe. Thanks to logistical support from the Guadeloupe Armed Forces, this aid was transported to the port and loaded onto the Dumont d'Urville ship belonging to the French forces in the Caribbean / Forces armées aux Antilles. Part of our emergency team also boarded the ship, while another part flew to the country, accompanied by an expert from the Fondation Veolia to ensure the commissioning of the water treatment units. 📌 On Monday 3 November, the convoy arrived safely at its destination. The family kits will be distributed by the Jamaica Red Cross to the affected populations. 🤝 The PIRAC - French Red Cross team and the Veolia Foundation are working hand in hand with the International International Federation of Red Cross and Red Crescent Societies - IFRC and the Jamaica Red Cross to effectively coordinate operations on the ground. This operation is being carried out with the support of the Crisis and Support Centre of the Ministry for Europe and Foreign Affairs (Ministère de l'Europe et des Affaires étrangères). | Sur le terrain #Jamaïque | 🇯🇲 Déploiement d’urgence en Jamaïque après le passage de l’#OuraganMelissa 📌Jeudi 30 octobre, le chargement de 20 tonnes de matériel humanitaire a débuté à notre entrepôt en Guadeloupe. Grâce au soutien logistique des Forces armées de Guadeloupe, ce matériel a été acheminé jusqu’au port puis embarqué à bord du navire Dumont d’Urville des French forces in the Caribbean / Forces armées aux Antilles. Une partie de notre équipe d’urgence a elle aussi embarqué sur le navire, tandis qu’une autre a rejoint le pays par avion, accompagnée d’un expert de la Fondation Veolia pour assurer la mise en service des unités de traitement de l’eau. 📌 Lundi 3 novembre, le convoi est arrivé à bon port.
