The Tropical Forest Forever Facility (TFFF) was proposed by the Brazilian government at COP28 in Dubai as an innovative mechanism to provide tropical forest countries with large-scale, predictable, performance-based payments to maintain and increase forest coverage — offering positive incentives aligned with national fiscal planning. The TFFF’s financing model combines public investment with private market borrowing, aiming to mobilize around USD 4 billion annually, to be distributed among forest countries. Countries will only receive payments proportional to their conserved tropical and subptropical broadleaf moist forest area—after satellite imagery confirms deforestation levels remained below a defined threshold. Deductions will apply for each hectare deforested or degraded. This amount is three to four times the discretionary budgets of environmental ministries in major forested countries—and dozens or even hundreds of times more than what is currently paid by the voluntary carbon market. In other words, TFFF could have a transformative impact on national forest conservation policies. The TFFF sets itself apart from traditional models through several key elements: it operates as a revenue-generating investment fund rather than a donation-based mechanism; it pays for results instead of financing projects; it rewards standing forests rather than compensating countries for avoided deforestation; and it maintains close dialogue with Indigenous Peoples and Local and Traditional Communities, who play a direct role in forest protection. The mechanism proposes allocating at least 20% of national payments to these populations. Tropical forests regulate the global climate, safeguard irreplaceable biodiversity, provide freshwater, and support the livelihoods of billions. Our survival depends on them. The TFFF offers a transformative opportunity to significantly scale up financial support for tropical forest countries. The TFFF is not just possible — it is essential.

On November 11, the National Council of Extractive Populations (Conselho Nacional das Populações Extrativistas) of Brazil publicly endorsed the Tropical Forests Forever Facility. Their statement is a powerful recognition of the TFFF as an innovative financial mechanism to support forest conservation and improve the lives of Amazonian extractive communities. The CNS highlighted the importance of the TFFF’s Global South leadership, its shift from donation-based models to shared responsibility, and its use of global financial tools to protect — rather than exploit — tropical forests. They emphasized the need for resources to reach communities quickly and effectively, and called for the strengthening of territorial community funds to ensure participatory and locally controlled management. The CNS represents around one million people living and working across 74 million hectares of community territories in Brazil’s Legal Amazon. This makes it one of the world’s largest networks of active forest conservation and climate action. "Tropical forests are 'too big to fail'. We welcome the Brazilian COP30 Presidency initiative to create the Tropical Forests Forever Facility" Last week, I had the pleasure to speak with Ambassador Antonio Patriota, Brazil's Ambassador to the UK, and Fernando Bastos, Head of Climate and Energy at the Brazilian Embassy, alongside my wonderful colleagues Erika Berenguer, Aline Soterroni and Nathalie Seddon at Oxford about the systemic importance of tropical rainforests and the global significance of the TFFF to mobilise investment in this global public good at scale. I was asked to speak on the financial vehicle of the TFFF. My key points: 🌿 TFFF fills a critical gap in the financial architecture - the financing of 'standing forests'. Existing mechanisms finance forests for one service - e.g. its carbon, its timber. TFFF recognises the value of forests as a fundamental global public good that is essential for global stability, security and resilience 🌿 It's really big! TFFF hopes to raise capital of $125bn including $25bn from public/philanthropic junior capital that enables it to mobilise a much larger private investment. This is big in development finance terms. For example, the capitalisation of IBRD (the World Bank) is about $326 bn (since 1945!) and its last recapitalisation in 2018 raised $7.5bn + $53bn 'callable capital'. 🌿 It would be difficult to do any other way - unlike other facilities, it generates grants for countries i.e. cash to invest in forest protection. The TFFF investment fund - its financial 'engine' - works like an endowment fund, with the 'spread' in interest rates generating grant finance for forest countries. This is why it has to be so large - to generate enough returns to achieve its target $4/hectare/year payout to countries with tropical forests 🌿 It's big, but 'sponsor' capital is not unprecedented. For example, the UK has invested $2.6bn in IFFIm, an innovative financial vehicle to finance vaccine development that has helped immunise 1 billion children, saving 17.3 million lives. 🌿 It represents a new model in global cooperation on financing public goods led by forest countries themselves. Brazil has committed $1bn and Indonesia has also committed. Countries are expected to give loans, with the goal of the vehicle being 'self-financing' rather than dependent on grants/cash. 🌿 Payouts are performance-based - linked to deforestation rates - creating an important incentive for tropical forest countries. As the COP30 Brazil Belém Climate Summit comes to a close, we are reflecting on a hugely successful launch. Yesterday, President Luiz Inácio Lula da Silva was joined by global leaders to officially launch the Tropical Forest Forever Facility - TFFF, marking a significant step toward protecting the world’s tropical forests and advancing climate action. The response exceeded all expectations: on just day one -- $5.5 billion was pledged -- more than half of the $10 billion goal set by Brazil’s Finance Minister, Fernando Haddad to achieve by the end of 2026. On day two, we saw further commitments from countries and the private sector alike. Below are the key highlights: 🌍 53 countries endorsed the TFFF Launch Declaration, including 19 potential sovereign sponsor countries and 34 Tropical Forest Countries. 🇳🇴 Prime Minister Jonas Gahr Støre announced a potential investment of NOK 30 billion ($3 billion). 🇧🇷 President Lula reaffirmed Brazil’s $1 billion contribution to the Facility. 🇮🇩 Indonesia’s Special Presidential Envoy, Hashim Djojohadikusumo, confirmed a matching $1 billion investment. 🇫🇷 France joined the initiative with a €500 million pledge. 🇵🇹 Portugal’s Prime Minister, Luís Montenegro, committed $1 million. 🇳🇱 The Netherlands’ Prime Minister, Dick Schoof, confirmed $5 million for the TFFF Secretariat. 🇩🇪 Chancellor Merz confirmed Germany’s intention to contribute a considerable amount, and indicated his cabinet would meet to discuss the quantum on Wednesday, the 12th. 💰 The Minderoo Foundation announced a US$10 million (A$15.4 million) of catalytic capital. 📸 Fernando Donasci/MMA
