I came across a new framework that brings clarity to the messy world of AI agents with a 6-level autonomy hierarchy. While most definitions of AI agents are binary (it either is or isn't), a new framework from Vellum introduces a spectrum of agency that makes far more sense for the current AI landscape. The six levels of agentic behavior provide a clear path from basic to advanced: 𝐋𝐞𝐯𝐞𝐥 0 - 𝐑𝐮𝐥𝐞-𝐁𝐚𝐬𝐞𝐝 𝐖𝐨𝐫𝐤𝐟𝐥𝐨𝐰 (𝐅𝐨𝐥𝐥𝐨𝐰𝐞𝐫) No intelligence—just if-this-then-that logic with no decision-making or adaptation. Examples include Zapier workflows, pipeline schedulers, and scripted bots—useful but rigid systems that break when conditions change. 𝐋𝐞𝐯𝐞𝐥 1 - 𝐁𝐚𝐬𝐢𝐜 𝐑𝐞𝐬𝐩𝐨𝐧𝐝𝐞𝐫 (𝐄𝐱𝐞𝐜𝐮𝐭𝐨𝐫) Shows minimal autonomy—processing inputs, retrieving data, and generating responses based on patterns. The key limitation: no control loop, memory, or iterative reasoning. It's purely reactive, like basic implementations of ChatGPT or Claude. 𝐋𝐞𝐯𝐞𝐥 2 - 𝐔𝐬𝐞 𝐨𝐟 𝐓𝐨𝐨𝐥𝐬 (𝐀𝐜𝐭𝐨𝐫) Not just responding but executing—capable of deciding to call external tools, fetch data, and incorporate results. This is where most current AI applications live, including ChatGPT with plugins or Claude with Function Calling. Still fundamentally reactive without self-correction. 𝐋𝐞𝐯𝐞𝐥 3 - 𝐎𝐛𝐬𝐞𝐫𝐯𝐞, 𝐏𝐥𝐚𝐧, 𝐀𝐜𝐭 (𝐎𝐩𝐞𝐫𝐚𝐭𝐨𝐫) Managing execution by mapping steps, evaluating outputs, and adjusting before moving forward. These systems detect state changes, plan multi-step workflows, and run internal evaluations. Examples like AutoGPT or LangChain agents attempt this, though they still shut down after task completion. 𝐋𝐞𝐯𝐞𝐥 4 - 𝐅𝐮𝐥𝐥𝐲 𝐀𝐮𝐭𝐨𝐧𝐨𝐦𝐨𝐮𝐬 (𝐄𝐱𝐩𝐥𝐨𝐫𝐞𝐫) Behaving like stateful systems that maintain state, trigger actions autonomously, and refine execution in real-time. These agents "watch" multiple streams and execute without constant human intervention. Cognition Labs' Devin and Anthropic's Claude Code aspire to this level, but we're still in the early days, with reliable persistence being the key challenge. 𝐋𝐞𝐯𝐞𝐥 5 - 𝐅𝐮𝐥𝐥𝐲 𝐂𝐫𝐞𝐚𝐭𝐢𝐯𝐞 (𝐈𝐧𝐯𝐞𝐧𝐭𝐨𝐫) Creating its own logic, building tools on the fly, and dynamically composing functions to solve novel problems. We're nowhere near this yet—even the most powerful models (o1, o3, Deepseek R1) still overfit and follow hardcoded heuristics rather than demonstrating true creativity. The framework shows where we are now: production-grade solutions up to Level 2, with most innovation happening at Levels 2-3. We’re entering an era where AI isn’t just answering questions — it’s starting to take action. From booking meetings to writing reports to managing systems, AI agents are slowly becoming the digital coworkers of tomorrow!!!! But building an AI agent that’s actually helpful — and scalable — is a whole different challenge. That’s why I created this 10-step roadmap for building scalable AI agents (2025 Edition) — to break it down clearly and practically. Here’s what it covers and why it matters: - Start with the right model Don’t just pick the most powerful LLM. Choose one that fits your use case — stable responses, good reasoning, and support for tools and APIs. - Teach the agent how to think Should it act quickly or pause and plan? Should it break tasks into steps? These choices define how reliable your agent will be. - Write clear instructions Just like onboarding a new hire, agents need structured guidance. Define the format, tone, when to use tools, and what to do if something fails. - Give it memory AI models forget — fast. Add memory so your agent remembers what happened in past conversations, knows user preferences, and keeps improving. - Connect it to real tools Want your agent to actually do something? Plug it into tools like CRMs, databases, or email. Otherwise, it’s just chat. - Assign one clear job Vague tasks like “be helpful” lead to messy results. Clear tasks like “summarize user feedback and suggest improvements” lead to real impact. - Use agent teams Sometimes, one agent isn’t enough. Use multiple agents with different roles — one gathers info, another interprets it, another delivers output. - Monitor and improve Watch how your agent performs, gather feedback, and tweak as needed. This is how you go from a working demo to something production-ready. - Test and version everything Just like software, agents evolve. Track what works, test different versions, and always have a backup plan. - Deploy and scale smartly From APIs to autoscaling — once your agent works, make sure it can scale without breaking. Why this matters: The AI agent space is moving fast. Companies are using them to improve support, sales, internal workflows, and much more. These are often simple triggers or process flows, no reasoning involved. Level 2 – Dynamic Workflow Agents: These agents follow more flexible paths based on context or user input. Think of them as smart assistants that can interpret what’s happening but still rely on hard-coded outcomes. Level 3 – Semi-Autonomous Agents: Capable of decision-making within guardrails. These systems can choose from a set of valid actions and even initiate tasks across applications. Level 4 – Fully Autonomous Agents: Capable of strategic reasoning, long-term planning, and adapting to complex scenarios. These are still in experimental stages for most organizations.
