The future belongs to teams who can share, decide, and recover faster than the adversary. Local governments aren’t weak—they’re underfunded. And they run most critical infrastructure. Every utility, no matter how small, is part of someone else’s supply chain. Cyber incidents require FOIA-protected reporting channels. Emergency management must fully integrate cybersecurity—cyber incidents cascade across every ESF.” “Our adversaries operate at machine speed. We must defend at machine speed. Our biggest vulnerability is the time between knowing something and acting on it.
