Plano Economic Development Director named as new Deputy City Manager

The City of Plano has promoted Economic Development Director Doug McDonald to Deputy City Manager. McDonald has worked for the City of Plano for seven years and has served as Director of Economic Development since 2022.

During his tenure, McDonald expanded the economic development team to strengthen business retention, international recruitment, small business support and commercial real estate engagement. His team also initiated the first Master Area Plan for the Legacy District. 

McDonald guided updates to Plano’s economic development program to reflect post-pandemic workforce needs. He created a building modernization program for older office campuses, reestablished workforce partnerships with Plano ISD and Collin College and expanded Plano’s domestic and international marketing reach. Over the past three years, Plano has secured 21 projects representing 7,200 jobs and $722 million in improvements, including relocations by Sally Beauty Holdings and Simpson Strong-Tie and major expansions by Delta Electronics and Raising Cane’s. 

“Doug’s leadership reflects the high standards that define Plano as the City of Excellence,” said City Manager Mark Israelson. “His work has strengthened our business community, supported quality jobs for our residents and advanced strategic initiatives that keep Plano well positioned for long-term success. He will bring that same commitment and forward thinking to his new role.”

Doug McDonald’s first day as Deputy City Manager will be December 1. His departmental responsibilities will include Economic Development.
