Has Cyber Insurance Become Essential? See How the Market Is Evolving and Maturing

The risk of cyber attacks is no longer theoretical; it is a daily operational concern. As threats such as ransomware, data breaches, and supply chain compromises continue to dominate headlines, organizations are turning to cyber insurance as both a safety net and a strategic asset to help transfer elements of their cyber risk.

As a result, the global cyber insurance market is entering a new phase of evolution and showing signs of early market maturity. This change is evident in The Arctic Wolf 2025 Cyber Insurance Outlook, where the insights provided by carriers and brokers worldwide revealed a growing demand for coverage, new competitively positioned and priced offerings, and new uncertainty around the state of cyber attacks and the rise of AI.

Key insights include:

  • Less than half (47%) of eligible organizations have a cyber insurance policy

  • Ransomware accounted for 18% of insureds’ claims

  • 53% of insurers have seen an overall increase in cyber insurance rates in the last 12 months

These numbers put into focus a cyber insurance landscape where organizations want insurance but are hesitant to trust insurers, especially in light of increasing premiums, but are also fully aware that threats, like ransomware, remain persistent.
