The Rise of AI’s Middle Powers Following up on my last couple of posts, here's what we are seeing beyond the major AI superpowers: Between the US, China, and the European Union, a new group of nations is emerging as influential “middle powers” in artificial intelligence — states that may not dominate the technology, but are shaping how and where it’s applied. In the United Arab Emirates, AI has become a pillar of national strategy. The country expects AI to contribute roughly AED 335 billion ($91 billion) to its economy by 2031 and is investing heavily in compute infrastructure, including new data-center clusters in Abu Dhabi and Dubai. This matches my own observations of the UAE as a forward-looking culture with a global perspective. India is scaling rapidly through public-sector digitization and talent development. Under the IndiaAI Mission, the government has earmarked ₹10,372 crore ($1.25 billion) to expand compute access, research, and startup support — positioning India as an applied-AI hub rather than a frontier-model competitor. Canada continues to lead in responsible-AI research and policy. With centers in Toronto and Montréal and new federal funding for AI safety initiatives, it remains one of the few countries exporting both AI talent and governance frameworks. Each of these nations is pursuing AI for strategic self-reliance — combining infrastructure, skills, and policy to claim a place in the global ecosystem.
