Over the past decade, R&D mandates worth more than $𝟮𝟮 𝗯𝗶𝗹𝗹𝗶𝗼𝗻 have shifted from OECD markets to India’s Global Capability Centres (GCCs) — without moving headquarters. This transition reflects a broader structural evolution in India’s GCC landscape. What began as a cost-arbitrage model has matured into a capability-driven ecosystem, where global enterprises now build, design, and scale from India rather than merely execute. Nearly 𝟰𝟱% 𝗼𝗳 𝗜𝗻𝗱𝗶𝗮’𝘀 𝗚𝗖𝗖𝘀 today operate with a defined innovation or product engineering mandate, up from ~28% in 2015. Investments in digital engineering, AI, and data infrastructure have expanded by 𝟮.𝟯𝘅 over the same period. The focus has moved decisively from transactional delivery to 𝗲𝗻𝘁𝗲𝗿𝗽𝗿𝗶𝘀𝗲-𝗹𝗲𝘃𝗲𝗹 𝗥&𝗗, 𝗽𝗿𝗼𝗱𝘂𝗰𝘁 𝗼𝘄𝗻𝗲𝗿𝘀𝗵𝗶𝗽, 𝗮𝗻𝗱 𝗔𝗜 𝗶𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗶𝗼𝗻. This transformation has been enabled by three critical factors: ✦ A decade of policy stability and digital public infrastructure, providing operational continuity. ✦ A 6-million-strong technology workforce with growing depth in data, design, and cloud engineering. ✦ Increasing global trust in India’s governance, IP frameworks, and innovation maturity. For policymakers, this shift underscores the need for frameworks that sustain India’s leadership in global engineering mandates. For enterprises, it signals an opportunity to build deeper domain specialization and scale innovation at a lower cost of complexity. India’s Global Capability Center (GCC) policy is shaping the country’s next decade of enterprise growth. By 2030, more than 𝟔𝟓% 𝐨𝐟 𝐅𝐨𝐫𝐭𝐮𝐧𝐞 𝟓𝟎𝟎 𝐜𝐨𝐦𝐩𝐚𝐧𝐢𝐞𝐬 are expected to operate GCCs in India, up from 45% today. This shift reflects a deliberate realignment of GCC mandates toward high‐value decision-making and strategic oversight. Within this cohort, 𝟰𝟱% 𝗹𝗲𝗮𝗱 𝗔𝗜-𝗱𝗿𝗶𝘃𝗲𝗻 𝗽𝗿𝗼𝗱𝘂𝗰𝘁 𝗲𝗻𝗴𝗶𝗻𝗲𝗲𝗿𝗶𝗻𝗴, underscoring the prioritization of advanced digital capabilities. Another 𝟮𝟮% 𝗮𝗻𝗰𝗵𝗼𝗿 𝘀𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝗳𝘂𝗻𝗰𝘁𝗶𝗼𝗻𝘀, indicating that environmental and social governance is now integral to GCC operations. Meanwhile, 𝟳𝟬% 𝗹𝗲𝘃𝗲𝗿𝗮𝗴𝗲 𝗜𝗻𝗱𝗶𝗮’𝘀 𝗗𝗶𝗴𝗶𝘁𝗮𝗹 𝗣𝘂𝗯𝗹𝗶𝗰 𝗜𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲 (Aadhaar, UPI, e-Gov services) to integrate processes and 𝗿𝗲𝗱𝘂𝗰𝗲 𝗰𝘆𝗰𝗹𝗲 𝘁𝗶𝗺𝗲𝘀 𝗯𝘆 𝘂𝗽 𝘁𝗼 𝟯𝟱%. These developments underscore India’s transition from an offshore service base to an integrated center of global capability ownership, where mid- and senior-level mandates originate and scale across enterprise functions. The capability composition of India’s Global Capability Centers (GCCs) has undergone a fundamental transformation over the last five years. Since 2018, India’s GCC workforce in AI, Data, and Design has doubled, now forming 𝟰𝟱% 𝗼𝗳 𝘁𝗼𝘁𝗮𝗹 𝗲𝗺𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁, 𝗰𝗼𝗺𝗽𝗮𝗿𝗲𝗱 𝘁𝗼 𝟮𝟮% 𝗶𝗻 𝟮𝟬𝟭𝟴. At the same time, roles in cloud engineering and digital platforms have expanded to 𝟯𝟬%, while traditional business operations have reduced to 𝟮𝟱%, reflecting a clear movement toward technology-intensive, value-generating functions. This capability density has turned India’s GCC network into one of the world’s most complex enterprise ecosystems, managing global R&D, analytics, and platform ownership for leading multinationals.
