🌐 Digital Commons #EDIC (DC-EDIC) established! The #EuropeanCommission has created the Digital Commons European Digital Infrastructure Consortium, a new vehicle for MS to jointly develop, deploy and operate cross-border digital infrastructures with dedicated governance and legal personality. DC-EDIC will have its statutory seat in Paris with France, Germany, the Netherlands and Italy as founding members; other MS can join under fair and reasonable terms. What DC-EDIC will do? - Implement a multi-country project on #DigitalCommons for common data infrastructure & services and connected public administration, pooling national resources and working with communities to develop, maintain, scale and uptake digital commons - Build a stakeholder community, set up a one-stop shop & expertise hub, offer legal/technical support, provide policy advice, and coordinate concrete multi-country projects. Access will be open, transparent and non-discriminatory (including T&E facilities) - By 2027, deliver the One-Stop-Shop & Expertise Hub, a Digital Commons Forum & Award, and an annual State of the Digital Commons report; official launch planned for December 2025. Jointly developed software will default to Free & Open-Source licences; procurement will follow non-discrimination principles and data policies will be GDPR-compliant #DigitalEUProgramme #DIGITAL #DEP4ALL

To build a UK digital collection, we recommend a consistent approach to data and rights management, prioritising open, reusable data while also finding ways to share data that must remain restricted, respecting its unique cultural and ethical considerations. As of today, new rules under the Digital Services Act give researchers unprecedented access to data from very large online platforms and search engines to study their societal impact. This new access is made possible through the entry into force of the Delegated Act on data access. With the DSA, independent researchers will be able to analyse how platforms operate and assess the potential risks they pose to users. This marks another important step in ensuring platforms are held accountable for the systems they design and the content they promote. DPE fully supports the European Commission’s goal to protect and empower #consumers online but new rules must #simplify, not complicate, the digital landscape. The upcoming Digital Fairness Act (DFA) risks adding another layer of complexity to an already dense EU rulebook. Overly broad bans or granular requirements could unintentionally undermine the very features that help users easily navigate online services and support local businesses through innovation.
