- [Instructor] The first gas-powered cars arrived on the scene in the 1880s. It wasn't until the 1950s, almost 70 years later, that the familiar three-point seatbelt was invented and introduced. Despite the evidence that seatbelts dramatically lowered the probability of severe injury or death from a car accident, they remained unpopular. It took a few more decades for use to increase. Finally, with a combination of the recognition of their value and laws and regulations with hefty fines, a surge of usage resulted. Today, in the United States, 90% of people use a seatbelt when traveling in a car. Laws and the associated regulations, that is, the monitoring and enforcement of laws, are used by governments to establish controls on organizations and people for the purposes of goals such as safety, environmental protections, and economics.
