- When I was growing up, the old folks used to say you can judge a person by the company they keep. Well, the same holds true for projects. You can judge the quality of a project just as much by what's allowed in, as what's not allowed in. Unfortunately, more than a few projects lack the proper controls required to keep your scope creep from inviting itself in. Lack of change control can lead to scope creep in two ways. The first is because the project has a weak decision making process. In other words, the roles and responsibilities for making scope decisions are vague. Who decides if a scope change should be accepted, delayed or rejected? Without clear roles and responsibilities scope decisions are left to project team members or other stakeholders based on their availability.
