- We can't start all the program activities at the same time. They need to be delivered in phases that focus on delivery of capability. A phase usually includes a number of projects, transition, and benefits realization activities, with the aim that by the end of the phase, the organization will have reached a step changing capability and will have achieved an intermediate state in the target operating model. The big question is how does a program define what each phase should include? Here's what to consider when planning the program phases. Working with Business Change Managers or BCMs, make sure you fully understand the business priorities and when the capability needs to be delivered. You'll then be able to identify which projects are needed more urgently than others and how they will depend on each other and then plan which phase would be best to deliver these in.
