Let me explain, here's a low stakes example. Our zoo entering courtyard space is flanked by a restaurant and a gift shop and it needed more consistent deep cleaning. Tables were getting wiped down. Trash bins were well kept, but walkways needed more frequent power washing. Now historically, facilities took care of all power washing needs at the zoo. They were the group that budgeted and kept the courtyard clean. They supplied the resources and they made sure that everything was routinely cleared of all sticky debris.
