Cloud computing provides the ability to support DevOps tools and application platforms and systems that can be leveraged as a service or on demand. Public cloud platforms offer many different services, including storage, computing, and databases as a service and is available as needed. Moreover, much like how we consume household utilities such as electricity and water, you only pay for what you use and have others take care of the service and maintenance for you. DevOps services can be provided much the same way. You can leverage the DevOps tools that you need on demand and you only pay for the services you leverage.
