The Data Analyst must have demonstrable data management and reporting experience, knowledge management skills, the ability to analyze complex federal programs and objectives, exhibit great attention to detail, and work collaboratively in teams. The ideal candidate is flexible, eager, enthusiastic, a self-starter, and possesses a very strong work ethic. US Citizenship is required for this role. In addition, the selected applicant must submit to a government background investigation and be favorably adjudicated before their first day.
This full-time position is located on-site in Washington, D.C. The selected candidate must live within commuting distance of Washington, D.C, and be able to work in the office on a regular, full-time basis.
Responsibilities
Manage and administer data collection tools used by a federal agency and develop new configurations as new requirements arise
Develop using tools such as Power BI, Python, database objects, ETL scripts, and SQL queries to extract information from data sets.
Administer federal customer Confluence collaboration spaces to incorporate a logical architecture that reflects the federal customer's work and manage permissions
Collaborate with stakeholders, project managers, and technical staff to identify business requirements, create user stories with acceptance criteria, design and estimate timelines and costs, and facilitate reports
Take initiative in recommending application enhancements and improvements
Participate in the quality assurance process to ensure features and functions have been enabled and optimized to meet stakeholder requirements
Coordinate user acceptance testing activities
Develop training content for and provide user training sessions on the use of collaboration tools and web-based data collection applications. Training sessions will be both one-on-one and classroom style
Test features of the tools, identify any potential issues, and develop fixes before the product goes live
Develop and utilize standardized templates to accurately and concisely write requirements specifications
Required Skills
Overall 5 years of technical experience in a federal government environment of which:
3+ years of experience eliciting and tracking functional and non-functional requirements for product configuration and assigning clear acceptance criteria
1+ years of experience managing large data sets, ensuring quality, accuracy, and integrity of data, and performing research using tools such as Python and SQL
1+ years of experience building Microsoft SharePoint sites and content as an administrator OR building Atlassian Confluence sites and content as an administrator
Experience in developing and identifying existing and valuable metrics, conducting analysis, and identifying gaps in data
Experience working with relational databases and tools to collect and report financial data
Expertise in Microsoft Excel and pivot tables
Ability to adapt to rapidly changing deadlines and tasks
Strong analytical and problem-solving skills with the ability to decompose requirements into technical development instructions
Ability to work with limited direction to lead, define, develop, and distribute high-quality work products in a timely fashion
Ability to act as a liaison between testers, developers, clients, and other stakeholders during all phases of development
Attention to detail, clear communication, writing, and presentation skills
Ability to present quantitative data to an executive audience
Preferred Skills
Experience with some or all of the following tools:
SQL/MySQL, and Dynamic SQL
HTML, GitHub
Experience with SQL optimization using indexes and query optimization
Experience transforming data into dashboard visualizations
Experience developing, monitoring, and reporting on project schedules
Experience working in all phases of an iterative systems development life-cycle
Knowledge of Federal Budget Concepts and terminology
Education
Bachelor's degree in a relevant discipline or equivalent experience

Internal title/grade: Business Analyst, S3
Salary Range: $70,000 - $80,000
All individuals being hired to work for TCG must submit to, and successfully pass, a pre-employment background investigation prior to reporting for their first day of work. The pre-employment background investigation will include verification of employment and education, as well as, a criminal and DMV check.
Additional documentation and background checks will also be required for positions that require clearance from the Federal government.
