Yesterday, Administrator David Fink participated in the 2025 AASHTO Annual Meeting in Salt Lake City, Utah. He shared the unwavering commitment to rail safety by the Trump Administration and U.S. Department of Transportation Secretary Duffy as showcased through rapid release of infrastructure investments and policy actions. Administrator Fink encouraged involvement in the State Safety Participation Program, a central component of FRA’s rail safety oversight. He stated, “We stand ready to work with Congress to ensure that there is a robust rail title in the legislation to continue the work on safety, development, innovation, and efficiency.”

The Federal Railroad Administration (FRA) is an operating administration of the U.S. Department of Transportation and was created by the Department of Transportation Act of 1966 (49 U.S.C. 103, Section 3(e)(1)). The purpose of FRA is to: promulgate and enforce rail safety regulations; administer railroad assistance programs; conduct research and development in support of improved railroad safety and national rail transportation policy; provide for the rehabilitation of Northeast Corridor rail passenger service; and consolidate government support of rail transportation activities. Today, the FRA is one of ten agencies within the U.S. Department of Transportation concerned with intermodal transportation. It operates through seven divisions under the offices of the Administrator and Deputy Administrator.

On October 8, 2025, the Senate confirmed the appointment of fifth-generation railroader David Fink as the 16th Administrator of the Federal Railroad Administration. Administrator Fink began is railroad career as teenager and dedicated his time and expertise to the industry. As the former President of Pan Am Railways, Mr. Fink has a hands-on approach to leadership. Serving as the Special Advisor to U.S. Department of Transportation Secretary Sean P. Duffy in June 2025, Mr. Fink has already conducted railroad safety inspections alongside our Railroad Safety Inspectors, toured FRA training facilities, and visited ongoing FRA funded projects. Administrator Fink is ready to push forward innovation and technology in rail infrastructure and assisting communities with mitigating blocked crossings. Please help us welcome Administrator Fink!

🇺🇸🛠️AMERICA IS BUILDING AGAIN🇺🇸 🛠️Today, FRA Senior Policy Advisor Rusty Roberts joined CSX President Joe Hinrichs, Maryland Department of Transportation Acting Secretary Samantha Biddle, and others to celebrate the reopening of the CSX Howard Street Tunnel for single-track transport. With $120 million funding from a 2019 U.S. Department of Transportation Infrastructure for Rebuilding America (INFRA) Grant, the 130-year-old tunnel will begin reinstalling track and raise the tunnel to allow for unobstructed double-stack freight to pass. Once completed in 2026, a decades-long hurdle for the Port of Baltimore will be cleared allowing much-needed accessibility for containerized cargo through the area.
