The Walsh Group - Walsh Construction & Archer Western and Sundt Construction have completed the new Headworks Facility at the San Francisco Public Utilities Commission’s Southeast Treatment Plant. The $717 million project is the first major milestone in transforming the city’s oldest wastewater treatment facility into a modern and resilient resource recovery center. 🚰 Key Upgrades: ‣ Built to withstand a magnitude 7.8 earthquake and engineered for 36 inches of sea level rise ‣ Removes grit with 95 percent efficiency, improving protection for downstream treatment systems ‣ Enhances wet weather pumping capacity to support year round operation of the Bruce Flynn Wet Weather Pump Station The facility consolidates outdated infrastructure into a single modernized system, improves air quality for the Bayview neighborhood with advanced odor control, and strengthens long term reliability for a plant that manages nearly 80 percent of San Francisco’s wastewater. Local residents contributed more than 414,000 craft hours, and small businesses earned over $100 million in project contracts, marking a significant community investment. The facility also features a 335 foot public artwork by Norie Sato celebrating water’s connection to nature and the Bayview community. Construction is advancing on one of California’s most significant drinking water treatment plant upgrades. As covered in Engineering News-Record, the East Bay Municipal Utility District (EBMUD) is modernizing its Orinda Water Treatment Plant with ultraviolet disinfection and a new chlorine contact basin, replacing aging infrastructure to meet today’s water quality challenges. Much of this $341-million project is being built 65 feet underground, where complex sequencing is keeping excavation and structural work on track, all while keeping the plant operational. Carollo is proud to support FlatironDragados in delivering a facility designed to strengthen resilience, protect water quality, and serve EBMUD customers for decades to come. When it comes to utility resilience, compliance is only the starting point. In a recent interview with Water Online, Carollo’s Resilience and Sustainability Practice Director Shawn Corrigan explained why emergency planning must go beyond regulations to become a living, adaptable process. From scenario-based training that “pokes holes” in emergency plans, to building trust with response partners before a crisis hits, Shawn emphasized that readiness comes from practice, collaboration, and keeping plans current.
