Datakeskukset eivät ole latoja – ne ovat Suomen tulevaisuuden teollisuus! Helsingin Sanomien 23.10. podcastissa käsiteltiin datakeskuksia ja energiaverotusta, mutta keskusteluun jäi muutama väärä mielikuva, jotka on syytä oikaista: ✅ Markkinapotentiaali: Tutkitusti 30 mrd € ja 44 000 henkilötyövuotta – tämä ei ole marginaalibisnestä, vaan vakavasti otettava teollisuudenala. ✅ Investoinnit: Pelkästään rakennusvaiheessa n. 9 mrd € vuoteen 2030 mennessä, ja tässä luvussa ei ole muualta tänne tuotavia palvelimia eli tietokoneita mukana. ✅ Työllisyys: Ei pelkkiä vartijoita ja siivoojia – tarvitaan korkeasti koulutettua osaamista ja kokonainen ekosysteemi ympärille, tästä on tutkittua näyttöä olemassa. Podcastissa mainittu sähköveron korotus ei ole 4-kertainen, vaan 40-kertainen, mikä on kohtuuttoman paljon missä tahansa toimintaympäristössä. Nyt hallitus on siis poistamassa datakeskukset teollisuuden veroluokasta ja siirtämässä ne kuluttajien veroluokkaan. Tämä asettaa datakeskukset täysin eriarvoiseen asemaan verrattuna muuhun teollisuuteen. Datakeskukset kuitenkin ovat tuotantolaitoksia siinä missä esimerkiksi paperitehtaat – niiden tuotteita ovat digitaaliset palvelut, joita ilman digitaalinen yhteiskunta ei toimi. Ruotsissa datakeskusten energiaverotusta nostettiin aiemmin, mutta äskettäin päätettiin teollisuuden veroa laskea, jotta houkutellaan enemmän investointeja. Tähän myös datakeskukset kuuluvat Ruotsissa. Suomessa suunta näyttää päinvastaiselta. 👉 Kysymys kuuluu: Haluammeko olla investointien vetonaula vai karkottaa ne muualle?

Ensimmäiset ajatukset Arttu Karila kanssa kirjattu blogiin tänään julkistetusta datatalouden kansallisesta tiekartasta. Linkki löytyy alempaa. Tässä tiivistetysti: Suomella on kilpailullisesti hyvä tilanne ja erinomaiset vetovoimatekijät. Raportti tarjoaa selkeän tilannekuvan ja positiivisen viestin Suomen toimintaympäristöstä datakeskeskustoimijoille ja samalla työkalut hallitukselle järkevien jatkotoimenpiteiden laatimiseksi. Sähköverotuki tullaan kohdistamaan datakeskuksiin, jotka tuottavat merkittävää lisäarvoa Suomelle, ovat rekisteröityjä, noudattavat sääntelyä ja osallistuvat sähköjärjestelmän kehittämiseen. Raportti ei kuitenkaan ehdota kriteeristöä/muitakaan tarkennuksia suoraan. Tämä työ tehdään myöhäisemmässä vaiheessa ja jää vielä avoimeksi. Suomi kilpailee investoinneista yhdessä tärkeimpien verrokkimaiden kanssa. Suomessa on julkisesti ilmoitettuja datakeskustoimijoiden investointisuunnitelmia yhteensä 12 miljardin euron arvosta, seuraavien viiden vuoden aikana. Tämän vuoksi Suomen on tärkeää seurata kilpailutilanteen kehittymistä ja tehdä konkreettisia tekoja kilpailukykynsä puolustamiseksi. Selvityshenkilö Mattilan raportti rakentaa Suomesta investointikohteena rohkaisevan näkymän. National Roadmap for Data Centres -report: Finland sets out measures to attract data centres with high value added The report proposes measures such as continuing electricity tax relief and streamlining permit procedures for data centres with high value added. Key proposals and findings: ✅Continue electricity tax relief for data centres and streamline permitting ✅Introduce a fossil-free flexibility scheme to manage grid scarcity ✅Enable further wind power development in Eastern Finland ✅Establish a registration requirement for data centres ✅Data centre investments alone are not enough – separate efforts are needed to boost digital and AI development.
